In December 2018, the government of the Russian Federation scheduled an assessment of the feasibility of introducing mandatory marking by means of identification of shoe products to monitor the turnover of shoe products in the Russian Federation. There are still many outstanding technical issues, such as the declaration of cargo transportation.
Since January 1 of 2018, the new Customs Code of the Eurasian Economic Union (hereinafter referred to as the EAEU Customs Code) has been in force. This regulatory act governs the rules for moving goods across the customs border of the Eurasian Economic Union. The code is designed to automate, speed up and simplify a number of customs processes.
What changed:
1. Declaration. The EAEU TC provides for the use of an electronic system for receiving and issuing a declaration with automatic write-off of customs duties and taxes, if the declarant provides the correctly completed shipping and commercial documents. The concept of a “Single Personal Account” has been introduced in the Federal Customs Service (FCS of Russia), the funds from which can be used at any customs post from Kaliningrad to Vladivostok.
2. Customs will release goods faster. The new deadline for the release of goods is four hours after registration of the customs declaration. This is six times faster than now.
The customs information system will register the declaration automatically.
Under the new rules, this should take a maximum of one hour from the time of filing. While this is done by inspectors in manual mode for two hours.
3. The risk of errors due to the “human factor” will be minimized. Now, all decisions, starting from the registration of goods and ending with the release, will be made by the information-analytical system, and not the official. In practice, this means accelerating the elaboration and preparation of documents for customs clearance. The unified analytical information base allows you to quickly and efficiently identify unscrupulous declarants and false information.
As we see only in three simple examples, the state facilitates the passage of customs procedures for participants in foreign economic activity. The whole process of arranging deliveries should be clearly organized, structured, protected from any possible consequences, however, proper paperwork is necessary here.
My advice is not to save on the services of licensed customs representatives. Choose well-known companies with a stable long-term reputation, experience as a broker. For customs authorities, the activities of a broker are provided with a guarantee and will always be preferable to the activities of the declarant, due to the high financial responsibility and professional status. For the importing company, having an agreement with a customs representative guarantees the broker's insurance liability up to 20 million rubles for each case. In the vast majority of cases, this is more than enough to cover possible costs associated with errors in customs clearance.
